The National Police Agency mentioned that they carried out transfers involving 472 superintendents, which included assigning Lee Eun-Ae, who leads the Women and Youth Division within the Gyeonggi Northern Provincial Police Agency, to the role of Audit Affairs Officer—a significant post within the National Police Agency. Superintendent Lee was known for pushing for increased independence in police investigations amid discussions about balancing investigative authority between prosecutors and law enforcement agencies. In July 2022, amidst debates regarding the creation of a police bureau, she participated in a national gathering of chief officers from various police stations (a meeting specifically for superintendents), after which she became among those selected for transfer.
Several key roles within the National Police Agency, such as auditing, inspections, and intelligence, have been reallocated. Jeong Hyeon-cheol, who leads the Seoul Second Mobile Unit, has taken up the position of Inspector for Inspections. Yang Seung-ho, head of the Seoul Geumcheon Police Station, has moved to the Department for Analyzing Public Order Intelligence Situations; Shin Dong-gon, leader of the Seoul Nowon Police Station, has joined the Department for Public Order Intelligence Analysis; and Jeong Moon-seok, director of the Seoul Eunpyeong Police Station, now works in the Department for Public Order Intelligence Collaboration. Moreover, Choi In-kyu, chief of the Seoul Gwanak Police Station, became the Officer responsible for Innovative Planning and Coordination; Jeong Han-gyu, head of the Security Division at the National Police Agency, took over as the Officer for Educational Policies; and Jo Chang-bae, previously leading the Criminal Division at the Seoul Metropolitan Police Agency, assumed duties as the Officer overseeing Investigations and Human Rights. Lee Dong-gyu, who led the Chungnam Hongseong Police Station, was named team leader for Autonomous Police Planning, while Park Jong-hoon, formerly an officer for Innovative Planning and Coordination at the National Police Agency, now heads the Autonomous Police Operations Team.
Key roles within the Seoul Metropolitan Police Agency experienced major shifts. Park Ju Hyuk, who led the Seoul Seocho Police Station, was named Public Relations Officer; Seo Gi Yong, formerly heading the Seoul Seongdong Police Station, took up the position of Hearing, Audit, and Human Rights Officer; Jeong Hwan Su, director of the Investigation Division at the Seoul Metropolitan Police Agency, became leader of the Anti-Corruption Investigation Unit; Park Sam Hyun, chief of the Seoul Gangbuk Police Station, assumed responsibility for the Public Crime Investigation Unit; and Kang Il Gu, head of Section 2 in the Security Investigation Division at the Seoul Metropolitan Police Agency, now leads the Financial Crime Investigation Unit.
Inside the police force, this reallocation has faced criticism for being "personal choices favoring people rather than addressing pressing matters." Indeed, every officer responsible for cyber investigation units within both the National Police Agency and the Seoul Metropolitan Police Agency—those dealing with cases like the Coupang data breach and multiple hacking events—were transferred elsewhere. Lee Gi-beom, previously leading the Yangju Police Station in northern Gyeonggi Province, was named head of the Cybercrime Investigations Department at the National Police Agency, while Lee Sung-il, formerly in charge of the Wando Police Station in Jeolla Nam-do, became leader of the Cyber Investigations Division at the Seoul Metropolitan Police Agency.
Key officials from the prior government were moved to regional roles. Hwang Se-young, previously the Public Relations Officer at the Seoul Metropolitan Police Agency and formerly commanding the 101st Security Unit responsible for safeguarding the presidential residence during the last administration, has been relocated to lead the Crime Prevention and Response Division within the Daejeon Metropolitan Police Agency. Kim Wan-gi, once the head of the Seoul Mapo Police Station involved in a legal dispute with attorney Kim Kyu-hyun regarding comments about the December 3 emergency martial law declaration, now serves as the Public Relations Officer at the Jeju Special Autonomous Province Police Agency.
Furthermore, superintendents who held assigned positions during the prior administration were mainly moved to regional postings. Park Jong Hyun, previously an administrative official with the Public Ethics Secretariat of the Presidential Office, was relocated to lead the Crime Prevention Division within the Gyeongnam Provincial Police Agency. Jeong Hae Young, formerly part of the staff review group at the presidential transition committee, was appointed as the leader of the Situation Team at the 112 Integrated Public Safety Monitoring Center of the Gyeongbuk Provincial Police Agency. Jo Young Wook, who once worked as an administrative employee at the National Public Communication Secretariat under the preceding government, was transferred to oversee the Management Training Division at the Korean National Police University.
